Arab Diplomacy

-
1959 to 2000

L'Express published the 18/01/2011 an article entitled "After Tunisia: a spring Arabic? "The author was an explicit reference to the book of Benoist-Mechin published in 1959 [1 ]
After a long journey in the East, Benoist-Mechin wrote highlight its Arab Spring (1959): "The world is changing faster than we think and rejects as wrecks all those who do not turn as fast as him. "
The author could quote the whole paragraph and to avoid a contradiction:
transformers and released from a variety of designs that I'm still alive but the weather had dried up and rendered obsolete. We must bow to the obvious: the world is changing faster than we think and rejects as wrecks all those who do not turn as fast as him . It takes some effort to do and say. But as the prophet wrote: "Nothing is more despicable than those who know and do not say, except those who say and do are not. "Courage is an extension of lucidity.
Op. cit. p.15
The trip to the Middle East, directed by Benoist-Mechin between 17 December 1957 and April 30, 1958, was his "Road to Damascus ." Benoist-Mechin converts his admiration for Nazi Germany into a passion for the Arab world as will Jean Genet later [ 2].

Most journalists, who return by copying and pasting the expression an "Arab spring " Benoist-Mechin unaware that evoked not a change in the Arab world, but his vis-à-vis the reality discovered during his Travel:
The four months I spent in the East I have not only learned a lot about the Arab world and Islam. They led me to wonder about myself, about my country, this western civilization of which I was a heirs. [...] Why not admit it? The foundation of my thoughts have been shaken. Some concepts, which I referred and usually I did not think to question, have wavered on their bases.
Op cit. p.14
Is not that what happens to the politics-media which is forced by events to challenge their prejudices against the Arab world - a world that Europe was frozen in colonial Orientalism imaginary? But to hear sermons on democracy intended to stifle social aspirations, it is doubtful that Europe has abandoned his dream of a race of Lords .

Kouchner - Sarkozy - Ben Ali

Boillon Boris was forced to apologize to the Tunisian national television Saturday after shocked many people in the country using an aggressive tone at his first meeting with the press.

A reporter asked to clarify his remarks to the ambassador who had stated that he believed that "France is in no position to give lessons in the area of the rule of law and in the field of democracy."

"No, I can not explain, I say what I say and do not try to catch me with stuff at the con. Here, France has no lessons to give, there Tunisian people who showed an exceptional, so pioneering in the 21st century what it is the e-revolution, "he replied.

"Me, I'm not there to make the argument, I'm not there to create problems, I'm here, but to create solutions, so do not make me fall on stupid things. Frankly, I believe you that level, you think I'm in the stupid little sentence? "he added.

About 500 demonstrated outside the Tunisian Embassy of France to demand his departure, condemning "his lack of diplomacy" and "aggressive" during the meeting with the press, was a journalist from AFP.

AFP-24 France

Barely appointed Boris Boillon, the new Ambassador of France in Tunis, set the tone.

Instead of jasmine necklace and ululating he hoped maybe he was greeted by questions of Tunisian Journalists of Michèle Alliot-Marie, his minister, and reports of displaced it with men's Ben Ali clan. And these issues have obviously seriously annoyed ... Sarkozyist substance and in form, it commonly sent packing everyone, arrogance and contempt for the support, accusing them of trying to "bring it down on stupid stuff," answering to others: "You think I have this level? "And turning his back a final, releasing her, Arabic and crudely, "Enough! "

Yet, accepting the position, he also accepted the bulky package gift relationships between his friends and those of the Tunisian dictator, and the questions were more than legitimate! But waiting on the other a former diplomatic adviser (!) Of Sarkozy, who appointed ambassador to Iraq in 2009, has seen in this country ravaged by war that "the market of the century: 600 billion dollars" , emphasizing the positive role of U.S. military intervention.

In terms of "gaining new momentum, based on a new shared ambition "In the words of spokesman of the Ministry of Foreign Affairs on the appointment of Boris Boillon, it seems doubtful. Following his attitude, about 500 people demonstrating outside the Embassy of France in Tunis, calling for his departure and waving placards that read "Get lost, you poor broth" or "Clear, small Sarko! "This champion

diplomacy was also widespread, there is little in praise for the Libyan dictator Qaddafi, which he said had" self-criticism "because" in life we all make mistakes. " Maybe the clever Alliot-Marie will she consider appoint him ambassador ... Tripoli?

Saudi Arabia last bastion of Western languages of politics

Saudi Arabia is certainly a democracy since the kingdom is always supported by the Western powers when they let go one after the other dictators driven by their people. They fear that the poor bastards could destabilize oil production which would increase the price of a barrel and a threat to growth.

France therefore calls for military action against Libya [ 1], which will be led by the United States to restore order in the oil fields (in North Africa and the Middle East) and keep the King Abdullah on the throne of Saudi Arabia - a country democratic, secular and feminist as everyone knows.

Press Review:
• King Abdullah of Saudi Arabian fit in turmoil, Reuters-Yahoo! News, 23/02/2011.
After the revolts that were right in less than two months of authoritarian regimes in Tunis and Cairo, and shaking now Libya, Yemen and Bahrain, also threatening Algeria, Morocco and Jordan, Saudi feels the wind of the bullet.

Even before his return home, the old king, almost ninety, has announce a series of allowances for students abroad and unemployed youth, and housing assistance for a total estimated at more than $ 35 billion .

The West, the United States at the forefront, sharing with the ruling family's concern for security and stability of Saudi's largest producer and exporter of oil, which has a fifth of the known reserves of black gold. • Explosion
oil prices: The United States and Europe are considering an intervention in Libya, WSWS, 24/02/2011.
The biggest concern of the imperialist powers is to re-stabilize the state of North Africa and boost oil exports. The various criticisms of Western leaders made against the Libyan government and its recourse to violence are totally hypocritical - Muammar Gaddafi took advantage of warmer relations with the United States and Europe during the last decade. His plan was funded and armed by those powers, as a reward for its support to Washington's geostrategic objectives in the region and collaboration with foreign oil companies established in Libya.

Any work undertaken by the United States would aim primarily at restoring oil production in Libya and not to put an end to the brutal violence deployed by the forces of Gaddafi.

The uprising in Libya has also raised concerns in financial markets about the instability of other oil producing countries like Algeria and Saudi Arabia, the biggest oil exporter in the world. "Nobody knows where it will stop," said the New York Times Helima Croft, director at Barclays Capital. "A few weeks ago, it was Tunisia and Egypt. It was believed that the movement would be limited to North Africa and resource-poor countries of the Middle East. But events in Bahrain, the heart of the Gulf, come feed the anxiety. "
• The specter of another oil crisis looms over global growth, AFP- Google News, 25/02/2011.
The surge in black gold caused by the Libyan crisis poses a major threat to global economy towards recovery, while a contagion of protest to Saudi Arabia or Algeria could cause a new oil shock.
• Oil price worries the economy, euro Wahhabis. They are young, students or unemployed people who set the tempo of the revolt. In the oil monarchies, a whole generation of educated and aware of world affairs which can no longer find his place in the civil service civilian and military absorbed until recently the national intelligentsia in need of social promotion. Youth prancing with impatience to shake up the old balance of powers, as in Egypt and Tunisia, to enter the political game.
And in the process of impoverishment over the past ten years due to dwindling budgets Petroleum is also a social class Saudi Arabia has been erased the welfare state of its oil monarchy. It is in the Arabian Peninsula that the system of redistribution of oil revenues is slowing and the rising generation knocking at the door of power.

Egypt: the eclipse The Left

The Egyptian history of the Left, is a part an exciting dive in the diffusion ideas of radical criticism of the late nineteenth century throughout the world. It is an opening on how, specifically, the analysis of Marx, their takeover by the intellectuals of diverse cultures, their criticism, especially by anarchist thinkers, Bakunin which were transported in the southern Mediterranean, traveled with men, travelers, immigrants and labor activists in exile. The importance of migration of Greeks, Italians, who go in the same decades also towards the North and South, to Egypt is a salutary reminder of the importance of these migratory phenomena in the development of internationalism the heart of the labor movement in the late nineteenth century. These articles also remind us how the corpus of texts, making references Commons debates hearts, are formed through publications in newspapers, the circulation of these newspapers, and of course the distribution of translations. This story of the Egyptian left is of course an echo of the first steps of the first international at the same time as the reminder of the extreme difficulty in overcoming the national rooting, both in their linguistic, religious, and social despite aiming internationalist. All sections of the record show how the barrier of language diversity has, at times, been taken into account as evidenced by the work of translation, multilingualism of many initiatives, and at the same time, often been underestimated. Moreover, it is not just diversity of origin, but also a diversity that reflects the confrontation between citizens of European nations, potentially colonizing and colonized people. The articles are crossed by the consideration of this difficulty for activists who superadded internationalist cultural diversity antagonism created by a colonial situation. Similarly, occurs within the diffusion ideas of the left shift in sensitivity to religion, between Marxists and anarchist activists from Europe, often very critical vis-à-vis the religious practices of the Egyptians and Muslims, believers and most often concerned with compatibility between their religious and political practices. This dimension of the difficulties of a particularly awkward sounds great to our ears of the citizens of the planet at the beginning of the nineteenth century.
is however one of the interests of the historical approach to show that the religious question, though present, especially with regard to players of Jewish origin and especially in times of conflict over Palestine, much less defined deep divisions that will do a century later. However, one of the issues in this case, it is also, through the example of Egypt, to give some understanding on the failure ultimately left to the foothold in the Arab world during the twentieth century. Sections of the file formulate indeed how, in the late nineteenth century to the 1970s, the struggles for national independence was the main axis of collective mobilization. Forms of articulation between nationalist struggles and struggles left, struggles for social justice of various forms, have been one of the elements of the division of the Left, including the communist left, favoring fragmentation into rival groups. This fragmentation, constantly renewed, was itself a source of weakness, of course. Sections dealing with the aftermath of the Second World War in particular, show how nationalism is once again at that time the main vehicle for community mobilization, bringing together some of the elite and much of the people, and how the priority the struggle for independence was disqualified social struggles, relegated to secondary claims and always suspicious of weakening the nationalist struggle. This renunciation of the specific aspect of the class struggle was reflected particularly in the case of Egypt by dissolution, by a party of communists themselves, their own organizations. The work of historians shows how despite this sacrifice, loyalty to the Communist regime has always been suspect in the eyes of it and how the repression in addition to the lack of public expression, this has reduced the influence of currents on the left, Marxist or not, in public opinion during the second century. These studies also show how the size of the authoritarian regime has been accepted by the Marxists in the name of defending national interests, especially when they were supported by the USSR. We understand better how this is such acceptance has undermined the credibility of political movements from left to be carriers of alternatives to be supporters of fighting for the defense of freedom and emancipation. In this fundamental contribution to all anti-colonial struggles, the left may seem, from reading these contributions, eventually bled out. Because of its submission to a national imperative that seemed inevitable, however, it remained confined to a word Conditional she became suspicious of complicity with authoritarian rule that has yet abused, without it having been permanently hanging over him. No. 105-106, 2008.

Egypt won against Denis Robert Clearstream

U.S. President Barack Obama on Friday condemned the use of violence by governments against the protesters in Bahrain, Libya and Yemen. The same day the United States vetoed a draft Security Council resolution the United Nations condemning the continuing Israeli policy of settlement in the Palestinian territories and therefore encouraged the violence of the Israeli government against Palestinians. The draft resolution "condemning the continuation of settlement activities by Israel in the Occupied Palestinian Territory, including East Jerusalem, and the pursuit of all other measures aimed at changing the demographic composition and status of Palestinian territories in violation of human rights and international resolutions related, "was gestation for two months before the onset of the anti-government protests in the Middle East.
leaders of some countries drawn into this vast protest movement had supported Washington. Today, the American veto is in the eyes much a gesture designed to protect Israel. According unofficial count is the 83rd time that the U.S. use their veto to protect its ally Israel. But it is the first veto used by the government of President Barack Obama. The message is clear: calls to "respect the fundamental rights of man" does not apply to Israel, which can kill Palestinians with impunity. The cynicism of "double standards" in a context of social and political protest in the Middle East, will be the tomb of the United States. 19/02/2011

Parts Of A Battleship

Coincidence

The title of this book may seem pessimistic for those cough continues to campaign for the creation of a Palestinian state while in fact this process has been stalled for nearly twenty years. After Edward Said
, Ziyad Clot concludes that the occupation for sixty-four years has created a de facto binational state
, but neither the government nor the leaders of Israel Palestinian in West Bank (Palestinian Authority) and Gaza ( Hamas), who collaborate with the occupier has an interest in recognizing for different reasons but converging. There will be no Palestinian state, according to the author, because there is more than a geographical basis to ensure its viability. The borders of 1967, which deprived the Palestinian people already in the Galilee, a large part of the Gaza Strip and associated territories before the war to the West Bank does already provide a minimum sentence to life. The ongoing fragmentation of Arab lands in the West Bank, under the effect of colonization, occupation by the Israeli army of a strip of land along the Jordanian border and a wall that bisects the farm property , plus traffic conditions difficult because of checkpoints . There will be no Palestinian state finally Always according to the author, because there are few parts that really interest them. Never Israel and the United States accept to give the prerogatives of sovereignty, which include foreign policy and the establishment of an army, without this being taken by his opinion as a sword of Damocles. This PA provides just the Jewish state not to include within it the millions of Palestinians while preventing the emergence of another hostile power. The surrounding Arab states, which so often have exploited the Palestinian cause, have no interest in such a state to emerge which none of them will have total control. One wonders, reading the long series of denials of the Sult, if it has an interest in this emerging state, democratic, could pay dearly for the PLO and Fatah their corruption and remoteness.
This bleak picture is not complete without talk of a quartet of actors whose silences are deafening, namely the European Union. The latter is the main provider of funds but never Sulta expression "thing", used by General de Gaulle to characterize it, has been so carrier of truth. Its role in the Annapolis process, to read the author comes down to that of an ectoplasm without hands or voice or a kind of useful idiot of the United States and Israel. The European Union condemns the consequences of colonization, destruction of Palestinian homes in breach of basic rights, which also won for Cast Lead. His indignation, variable often follows closely that of the United States the attitude of France is hardly detached from this
together.
Spirit Review Interest Ziyad Clot's testimony is summarized by Alain Gresh
: Franco-Palestinian does not speak Arabic, he was recruited by the Department of negotiations Liberation Organization (PLO). Must participate in the peace process launched by President George W. Bush at Annapolis in November 2007, expected to lead to the creation of a Palestinian state in 2008. It launches headlong into work to discover, step by step

that these talks only mask what is happening on the field: colonization, Judaizing Jerusalem, checkpoints, arbitrary arrests, etc..
The popular revolts that ousted Zine Ben Ali Tunisia and Egypt Hosni Mubarak, might spill over into Palestine where the people live in poverty under the yoke of Israeli occupation and the collaborators of the Palestinian Authority in the West Bank and Hamas in Gaza [

Ziyad CLOT, There will be no Palestinian state - Diary of a Palestinian negotiator
, Max Milo, 2010 [

"I bought a plane ticket Destination El Al Ben Gurion Airport. Tel-Aviv. Israel. 60 years ago, my mother was born a few tens of kilometers away. In Haifa, Palestine. "

Thus begins the story of" return "Ziyad Clot, grand-son of exiled Palestinians. In Ramallah, he accepted a position as legal adviser to the Organization for the Liberation of Palestine ( PLO) and became a negotiator at the talks that would lead to the creation of a Palestinian state before the end of 2008. But he quickly solves the obvious: "The peace process is a show, a farce , played to the detriment of the Palestinian reconciliation, the price of bloodshed in Gaza. And I'm becoming much against me one of the actors in this drama. "

The author takes us to the heart of the peace process, reveals the false pretenses, the parties conducted maneuvers in the wings and internal rivalries and international help to feed the fantasy of the two-state solution. This testimony edifying impregnated with personal history, shows how and why the negotiations to create the Palestinian state has become futile. For the former negotiator, a solution peaceful resolution to this conflict can not spend more than a single state in which Palestinians and Israelis should live together. This country hybrid "Israeltine" is already there. Golden Peanut Butter Nuggets

There will be no Palestinian state

The food shortage was felt in the spring. In each country the price of corn swelled: in France, the hectolitre worth 17.15 francs to 39.75 francs, and rose even at 43 francs at the end of the year ... The subsistence crisis was reflected immediately by popular unrest ... "As the historian Charles Pouthas he described the situation Europe's agricultural between 1847 and 1848. A few weeks later, all Europe ablaze and order absolutist established in the aftermath of the Congress of Vienna was collapsing. Party of Italy, the wind of revolt and then France won the Vienna, while the Austro-Hungarian and German states soon and even Switzerland. Between February and May 1848 The French monarchy collapsed with the abdication of Louis Philippe, Metternich stepped down to Vienna, Frankfurt Germany adopts a first Parliament ...
All things being equal, this spring peoples approximates the "winter Arabic" we live in today, with the same revolutionary spread of Tunisia in Egypt, Yemen, Jordan ... Certainly, there was no Internet in 1848 or Facebook, but the information already circulated very quickly: the news of the fall of Louis-Philippe Metternich dropped like that of Ben Ali Mubarak shakes. But in both cases, the role played by the agricultural crisis and rising food prices is striking.
Continental Europe in 1848 was far from any agricultural self-sufficiency. To feed the cities, it had to import grain from America and Russia, and the only weapon available to the governments was that of tariffs, which still increases the consumer price. The first spark that kindled Europe at the end of 1847 was far from agricultural. The situation in the Arab world in 2011 is roughly comparable. From Morocco to the Persian Gulf, it is one of the main importing regions of the planet, whether grain (10 million tons of wheat to Egypt, 5 million for Algeria and Iran, 3 in Morocco and Iraq, 7 million tonnes of barley to Saudi Arabia etc..), sugar, oils, poultry or beef. Most of these states, with the exception of Morocco, have renounced all forms of agricultural policy and rely on imports to supply their cities. With a little oil, you can certainly buy wheat, oil or sugar. But ill early, rising world agricultural prices in the second half of 2010 has resulted in tensions at the consumer level. There was not really "food riots", but protests against high prices. As in 1848, the social and political discontent did the rest. Of course, the situation differs depending on whether a country can not pay or imports with its oil wealth, the two weakest links - Tunisia and Egypt - have no oil so that Algiers, Tripoli, Riyadh and the Gulf, governments are doing everything to maintain the urban plebs their daily bread . This is an indiscriminate buying in the future, but that's monarchs have always aging process. Philippe Chalmin, University Paris-Dauphine
